Groundwater resources play a vital role in the socio-economic development and environmental sustainability of the IGAD region. With ever-increasing demand for water due to population growth and climate variability, the need for effective governance and cooperation in managing shared groundwater resources has never been greater. Transboundary aquifers exemplify the necessity for collective management approaches to address water scarcity, pollution and similar challenges.

IGAD is organising a Water Forum, bringing together scientists, policymakers and practitioners from the Horn of Africa region and beyond, to discuss groundwater-related issues and possible solutions. The Forum will be held in Addis Ababa, from 19-21 May 2025.

The 3rd Water Forum builds on the legacy of previous fora held in Nairobi and Entebbe, dedicated to international cooperation and groundwater for resilience, respectively. This Forum intends to contribute to further development and harmonisation of regional policies, standards and guidelines for groundwater use and protection, enhancing collaboration in assessing and managing of shared groundwater resources. It aims to engage a wide range of stakeholders in a collaborative platform to exchange knowledge, discuss policy frameworks and draft a roadmap for future cooperation.

Forum Theme

BUILDING A PLATFORM FOR SUSTAINABLE REGIONAL GROUNDWATER COOPERATION

The Platform is here a collective-, umbrella term for all (on-line and on-side, policy and technical, organizational and infrastructural, etc.) activities which contribute to regional groundwater cooperation. These activities often require, among others, more visibility and better synergy to increase their value and applicability.

Forum Sub-themes

Requirements for Regional Groundwater Cooperation

Is about stakeholders' engagement, policy, institutional and informational requirements necessary for effective regional cooperation at various administrative levels. Includes development and harmonisation of policies, guidelines and standards and their implementation in practice.

Internationally Shared Groundwater Resources

Is about frameworks, agreements and joint actions related to shared groundwater resources. Includes global and regional experience on assessment and management of transboundary aquifers, also in the framework of Sustainable Development Goal 6.5.2. Special attention goes to recent and on-going transboundary groundwater activities in the Horn of Africa region.

Innovation and Capacity Building for Groundwater Management

Is dedicated to advanced technical methods and tools for groundwater assessment and management applicable in data sparse regions. Also to novel approaches to stakeholders' engagement and raising awareness at various scales. Includes capacity building needs, activities and opportunities as well.
